go mod requires semantic versioning with versions greater than 1.x
This was a mechanical update by running:
```
go install github.com/marwan-at-work/mod/cmd/mod@latest
mod upgrade
```

chore: reduce the log output of skipped tests ( #7520 )

With the introduction of the workspace proxy tests there was a lot
of output if a test was eventually skipped.
