This component is necessary to move forward with the "[Define a global button style](https://github.com/coder/coder/issues/14978)" issue, as it requires buttons to support loading states with spinners. Abstracts the Spinner component to control the display of the CircularProgress component. This allows us to make it static during Chromatic tests, making loading tests easier to visualize.
