Dean Sheather e57525002c chore: remove agents experiment flag and mark feature as beta (#24432)
Remove the `ExperimentAgents` feature flag so the Agents feature is
always available without requiring `--experiments=agents`. The feature
is now in beta.

Existing deployments that still pass `--experiments=agents` will get a
harmless "ignoring unknown experiment" warning on startup.

### Changes

**Backend:**
- Remove `RequireExperimentWithDevBypass` middleware from chat and MCP
server routes
- Always include `AgentsAccessRole` in assignable site roles (later
refactored to org-scoped on main; rebase keeps that)
- Always set `AgentsTabVisible = true`, then drop the entire dead
`AgentsTabVisible` metadata pipeline (Go htmlState field,
populateHTMLState goroutine, HTML meta tag, useEmbeddedMetadata
registration, mock); no production consumer reads it. `AgentsNavItem`
already gates on `permissions.createChat`.
- Make `blob:` CSP `img-src` addition unconditional
- Remove `ExperimentAgents` constant, `DisplayName` case, and
`ExperimentsKnown` entry

**CLI:**
- Graduate the agents TUI from `coder exp agents` to `coder agents`
(moved from `AGPLExperimental()` to `CoreSubcommands()`)
- Drop the `agent` alias so it does not collide with the hidden
workspace-agent command
- Rename implementation files `cli/exp_agents_*.go` -> `cli/agents_*.go`
and internal identifiers (`expChatsTUIModel` -> `chatsTUIModel`,

`*codersdk.ExperimentalClient` local) is kept; `coderd/exp_chats*.go`
and other still-experimental `cli/exp_*.go` commands are intentionally
untouched.

- Remove experiment check from `AgentsNavItem` - render when
`canCreateChat` is true
- Remove `agentsEnabled` experiment check from `WorkspacesPage`, then
gate `chatsByWorkspace` on `permissions.createChat` so users without
chat access don't trigger the per-page DB query (Copilot review
feedback)
- Add `FeatureStageBadge` (beta) next to the Coder logo in the Agents
sidebar (desktop + mobile)

**Docs:**
- Remove experiment flag setup instructions from `early-access.md` and
`getting-started.md` (and rename `early-access.md`'s "Enable Coder

Thomas Kosiewski 17409a515c feat(coderd): wire advisor runtime to admin config (#24622)
## Summary

Wire the advisor runtime into `chatd`: read the admin config on every `runChat`, gate tool registration and system-prompt guidance on a **single eligibility boolean**, register the `advisor` built-in tool, and apply the exclusive-tool policy from PR 1.

## Motivation

This is the integration seam where PRs 1–3 come together into an actual user-visible feature. Gating is deliberately root-chat-only for the initial rollout; child/sub-agent chats still do not see the tool or the guidance block.

## Changes

### `coderd/x/chatd/chatd.go`
- `loadAdvisorConfig(ctx, logger)` reads the admin config (from PR 3) on each run. If `ModelConfigID` is set, it resolves the override model via `configCache.ModelConfigByID`; otherwise it falls back to the outer chat's model and provider options. Reasoning effort is plumbed into provider options via `applyAdvisorReasoningEffort`.
- One computed `advisorEligible` boolean drives **both** tool registration (after skill tools, before MCP tools) and guidance injection via `chatprompt.InsertSystem(prompt, chatadvisor.ParentGuidanceBlock)`.
- `setAdvisorPromptSnapshot` closures capture the outer prompt state at the right points in the lifecycle (`renderPlanPathPrompt`, `ReloadMessages`, `PrepareMessages`) so the advisor handoff uses the same context the outer model saw.
- `ExclusiveToolNames["advisor"] = true` is passed to `chatloop.Run()` so mixed batches are rejected cleanly (PR 1 machinery).
- `builtinToolNames["advisor"] = true` so metrics keep advisor distinct from the generic `mcp` label.

### Child-chat guard
- Child/sub-agent chats deliberately do not see the advisor tool or guidance block, to avoid recursion/cost blowups until the pattern is proven. This is covered by `TestAdvisorGating_ChildChat` (currently skipped pending a rewrite against the new `plan`/`explore` subagent infrastructure; core gating logic is still exercised by `TestAdvisorGating_Disabled` and `TestAdvisorGating_RootChat`).

## Stack context

This is **PR 4 of 6** in the advisor feature stack. It depends on PRs 1–3.

## Scope / non-goals

- No frontend changes. The feature is invocable via the backend but renders generically until PR 5.
- No separate provider runner; the nested advisor call reuses the existing model/provider path.

# Plan: Add a Mux-style advisor tool to coder agents/chatd

## Outcome

Add a first-class `advisor` tool to agent chats in `coderd/x/chatd` that feels native to Coder:

- it is a built-in server-side tool, not an MCP/dynamic-tool workaround;
- it performs a nested **tool-less** model call for strategic advice;
- it is exposed only when eligible, and the prompt mentions it only when it is actually available;
- it is treated as a **planning-only** tool so it does not run alongside action tools in the same batch;
- it tracks usage/cost separately enough for operators to reason about it;
- it has a minimally polished UI in the Agents page;
- and it ships with explicit dogfooding evidence, including screenshots and repro videos.

## Design decisions to lock before coding

1. **Primary architecture:** native built-in tool in `chattool/`, backed by a small `chatadvisor` package.
2. **Nested model execution:** reuse chatd's existing model/provider stack for a one-step, tool-less advisor call rather than inventing a new provider pathway.
3. **Execution policy:** treat `advisor` as an exclusive/planning-only tool; mixed batches must return structured policy errors and force the model to retry cleanly.
4. **Availability:** initial rollout is for root agent chats only; disable for child/sub-agent chats until recursion/cost policy is proven.
5. **Prompt sync:** use one eligibility boolean to drive both tool registration and advisor guidance injection.
6. **Persistence/cost split:** MVP should keep advisor usage visible in result metadata and server metrics; only add DB schema if product/billing explicitly needs queryable advisor-specific cost.
7. **UI scope:** generic tool rendering is an acceptable temporary milestone during backend bring-up, but the release candidate should include a dedicated lightweight advisor renderer.

## Delivery model

The work should be executed as coordinated workstreams with one integration owner and parallel contributors for low-conflict areas. The integration owner should own `coderd/x/chatd/chatd.go` because prompt assembly, tool registration, and model resolution all converge there.

### Parallelization rules

- **Do not split `coderd/x/chatd/chatd.go` across multiple execution agents without an integration lead.** That file owns prompt building, tool registration, model resolution, and cost persistence.
- Workstreams 1 and 2 can be developed in parallel and then stacked onto the integration branch.
- Workstream 4 should begin once the backend result schema is agreed on, even if the backend is still behind a feature flag.
- Any agent that needs to re-check Mux behavior should clone `coder/mux` into a temporary directory (for example, `$(mktemp -d)/mux`) and inspect it read-only; do not vendor or copy code from Mux directly.

## Phase 0 — Preflight and guardrails

### Goals

- Align the team on the smallest shippable architecture.
- Prevent scope creep into MCP/dynamic-tool/sub-agent variants.
- Decide upfront what is MVP vs. follow-up.

### Tasks

1. **Confirm the MVP boundary.**
   - Ship a built-in advisor tool first.
   - Do **not** make MCP, dynamic tools, or sub-agents the primary implementation.
   - Do **not** add transient streaming phases in the first backend PR unless they fall out almost for free.

   - Ensure the repo is using the project git hooks from `scripts/githooks`.

2. **`guidance.go`**
   - Hold two strings:
     - the nested advisor system prompt;
     - the parent-agent guidance block to inject into the outer system prompt.

     - you do not claim actions happened;
     - you return concise strategic guidance and tradeoffs.

3. **`runtime.go`**
   - Define the per-run runtime state.

   - Add fail-fast validation for impossible config: nil model, non-positive limits, empty prompt builders, etc.

4. **`handoff.go`**
   - Build the advisor handoff message from:
     - the explicit question;
     - the exact prompt/messages the parent model just used;
     - the current step's text/reasoning snapshot, if available;
     - the most recent relevant tool outputs, if they are already in the prompt snapshot.
   - **Important:** use the already-prepared outer prompt tail, not a fresh DB reload. That keeps the advisor aligned with compaction and the exact context the outer model saw.
   - Apply hard truncation budgets with recent-context bias.

5. **`runner.go`**
   - Execute the nested advisor call.
   - **Recommended implementation:** call `chatloop.Run()` in an in-memory, one-step mode:
     - `Tools: nil`
     - `ProviderTools: nil`
     - `MaxSteps: 1`
     - `PersistStep`: capture the assistant output in memory instead of writing DB rows
   - Reuse the existing provider/model/cost path instead of building a second provider runner.
   - Assert that no tool definitions are passed to the nested call.

6. **`chattool/advisor.go`**
   - Keep this file thin and consistent with other built-ins.
   - Responsibilities:
     - decode `AdvisorArgs`;
     - validate `Question` is non-empty and bounded;
     - call the `chatadvisor` runner;
     - return a structured tool response.

### Defensive programming requirements

- Assert `Question` is non-empty after trimming.
- Assert runtime limits are positive.
- Assert the nested advisor call runs with zero tools/provider tools.
- Assert `AdvisorResult.Type` is one of the known variants before returning.
- Assert remaining uses never goes negative.

### Acceptance criteria

- A unit test can call the advisor tool with a fake model and receive a stable `advice` result.
- The nested advisor call is impossible to run with tools accidentally attached.
- The core logic lives in `chatadvisor/`, not embedded inside `chatd.go`.

## Phase 2 — Wire advisor into chatd and keep prompt/tool availability in sync

### Goals

Register the tool in the right place, expose it only when eligible, and inject system guidance only when the tool is present.

### Files to modify

- optionally a small helper file if `chatd.go` becomes too crowded

### Tasks

1. **Compute one eligibility boolean in `processChat()`.**
   Recommended inputs:
   - server-level advisor enabled flag;
   - root chat only (`chat.ParentChatID == uuid.Nil` or equivalent existing root/child check);
   - a usable resolved model/provider exists;
   - optional experiment/workspace/org gate if product wants staged rollout.

2. **Create the runtime once per outer chat run.**
   - Use the model/config/keys resolved by `resolveChatModel()`.
   - Reuse provider options from the current chat's `ChatModelCallConfig`.
   - Set `MaxUsesPerRun` and `MaxOutputTokens` from advisor config defaults.

3. **Register the tool in the built-in tool block.**
   - Insert after the skill tools and before MCP tools in `processChat()`.
   - Record `builtinToolNames["advisor"] = true` so metrics stay bounded.

4. **Inject advisor guidance into the outer system prompt using the same boolean.**
   - Use `chatprompt.InsertSystem()` in the same prompt assembly path that already injects user/system instructions.
   - Place the block near the existing instruction insertion, before plan-path/skill context blocks.
   - Wrap the guidance in an explicit tag like `<advisor-guidance>` so it is easy to spot in tests and future refactors.

5. **Keep advisor out of child chats for the first release.**
   - That avoids recursion/cost blowups with `spawn_agent` / `wait_agent` flows.
   - Document this explicitly in the rollout notes and tests.

- If advisor is disabled, neither the tool nor the prompt guidance appears.
- If advisor is enabled, both the tool and the prompt guidance appear.
- Root chats can use advisor; child chats cannot.

## Phase 3 — Enforce planning-only execution policy in `chatloop`

### Goals

Prevent the model from calling `advisor` and action tools in the same execution batch.

### Files to modify

- `coderd/x/chatd/chatloop/chatloop.go`
- related chatloop tests

### Recommended implementation

Keep the MVP small; do **not** build a general policy engine yet.

1. Add a minimal field to `chatloop.RunOptions`, for example:

   ```go

   ```

2. In `Run()` / `executeTools()`, detect the case where the exclusive tool appears in the same local-tool batch as any other locally executed tool.

3. When that happens, synthesize structured tool-result errors for the affected calls instead of executing anything in the batch.
   - `advisor` should receive a clear error like: _advisor must be called by itself before action tools_.
   - The sibling action tools should receive a paired policy error like: _this tool was skipped because advisor must run alone_.

4. Let the outer model see those tool errors and retry cleanly.
   - This is simpler and safer than partial execution or hidden deferral.
   - It preserves deterministic transcript history for debugging.

5. Pass the just-finished step snapshot into the tool execution context.
   - The advisor runtime should be able to see the current step's text/reasoning content, because that is often the best hint about what the outer model is trying to decide.

### Why this is the right fit

- It matches the intended semantics: advisor is consulted **before** taking action.
- It avoids subtle race conditions caused by concurrent built-in tool execution.
- It keeps the behavior easy to test with fake models.

### Acceptance criteria

- A model-emitted batch containing only `advisor` succeeds.
- A model-emitted batch containing `advisor` plus any other locally executed tool returns deterministic policy errors and executes nothing.
- Non-advisor tool execution stays unchanged for normal chats.

## Phase 4 — Usage limits, metrics, and configuration

### Goals

Make advisor safe to operate without over-designing billing/storage in the first release.

### Tasks

1. **Add explicit server config knobs for MVP.**
   Recommended fields on `chatd.Config` or a nested advisor config struct:
   - `AdvisorEnabled bool`
   - `AdvisorMaxUsesPerRun int`
   - `AdvisorMaxOutputTokens int64`

2. **Track usage per outer run.**
   - Reset the counter for each `processChat()` invocation.
   - Return `remaining_uses` in the tool result.
   - Return `limit_reached` when the cap is exhausted.

3. **Expose advisor usage metadata in the tool result.**

   - Use the same `callConfig.Cost` calculation path as the outer chat for MVP if advisor reuses the same model.

4. **Record server-side metrics.**

   - If product insists on a stronger/different advisor model, add a follow-up config hook that resolves another existing chat model config through the same `configCache` path.

6. **Optional decision gate: queryable advisor cost.**
   - If this becomes required, spin a follow-up DB task:
     - update `coderd/database/queries/*.sql`;
     - add migration files;
     - run `make gen`;
     - update audit mappings if a new auditable type/field is introduced.

- Advisor calls are capped per outer run.
- Limit exhaustion is user-visible in the tool result.
- Metrics distinguish advisor calls from other built-in tools.
- MVP does not require a schema migration unless explicitly approved.

## Phase 5 — Frontend rendering and Storybook coverage

### Goals

Make advisor feel intentional in the Agents UI without blocking the backend on fancy streaming UI.

### Files to modify

- `site/src/pages/AgentsPage/components/ChatElements/tools/Tool.tsx`
- new `site/src/pages/AgentsPage/components/ChatElements/tools/AdvisorTool.tsx`
- Storybook story file(s) in the same tools directory

### Delivery strategy

1. **Intermediate milestone during backend bring-up:** rely on the existing generic tool renderer if needed.
   - This is acceptable only as a short-lived integration checkpoint.

2. **Release milestone:** add a dedicated lightweight `AdvisorTool` renderer.
   - Reuse existing primitives:
     - `ToolCollapsible`
     - `ToolIcon`
     - `Response` for markdown/prose rendering
     - `ScrollArea` if the advice can be long
   - Keep styling light and consistent with the Agents page.
   - Do not add unnecessary React memoization in `site/src/pages/AgentsPage/`; that area is already React-Compiler aware.

3. **Render the structured result states cleanly.**
   - `advice` — readable prose/markdown with optional metadata footer.
   - `limit_reached` — warning-style message.
   - `error` — error state with visible fallback text.
   - `running` — existing tool loading state/spinner is enough for MVP.

4. **Add Storybook coverage instead of ad-hoc component tests.**
   Recommended stories:
   - successful advice;
   - running/loading;
   - limit reached;
   - error.

5. **Keep the UI contract narrow.**
   - Prefer one text field like `advice` plus small metadata rather than a deeply nested schema.
   - That keeps the UI resilient to prompt iteration.

### Acceptance criteria

- The advisor tool card renders readable content rather than raw quoted JSON in the final release branch.
- Running, limit, and error states are visibly distinct.
- Storybook stories and play assertions cover the new states.
- Existing tool rendering flows remain unchanged.

## Phase 6 — Automated tests and validation gates

   - advisor enabled/root chat ⇒ tool + guidance;
   - child chat ⇒ advisor absent.

3. **Chatloop policy tests**

Mathias Fredriksson 3c450899ea fix: pass agent context config explicitly instead of reading env (#24759)
The CODER_AGENT_EXP_* env vars are agent-internal options. When set
in the workspace environment they leak to MCP subprocesses and user
shells.

ReadEnvConfig() captures the values and ClearEnvVars() strips them
before the reinit loop, so config survives agent restarts. NewAPI
and ReadEnvConfig both use applyDefaults() to fill zero fields.
The chatd test passes config via agenttest.WithContextConfigFromEnv().

Michael Suchacz ed33e28b13 fix(coderd/x/chatd): wake after auto-promoting queued message (#24714)
`tryAutoPromoteQueuedMessage` in `processChat`'s deferred cleanup could
set a chat back to `pending` without waking the processor. The processor
only noticed on the next 10ms poll, so under load tests like
`TestAutoPromoteQueuedMessageFallsBackForInvalidQueuedModelConfigID`
could time out waiting for the second streaming request (#1500).

Call `p.signalWake()` after the promoted-message publishes when
`promotedMessage != nil`, matching the pattern used by `CreateChat`,
`SendMessage`, `EditMessage`, `PromoteQueued`, and `InterruptChat`. Make
the regression helper `testAutoPromoteQueuedMessageFallback`
deterministic by setting `PendingChatAcquireInterval = time.Hour` and
synchronizing on a `secondRunStarted` channel instead of polling
`requestCount`, so the test fails without the wake instead of relying on
the 10ms ticker.

Michael Suchacz c7cac9debe fix: persist per-turn model on chats and queued messages (#24688)
Previously, `chats.last_model_config_id` was not updated when a user
sent a mid-chat message with a different model, and queued messages did
not store their own per-turn model, so promotion ran against whatever
the chat row said at promote time. Chat watch events also did not merge
`last_model_config_id` into the site's root, child, and per-chat
caches, so sidebar labels stayed stale after direct sends and queued
promotions.

- Add nullable `chat_queued_messages.model_config_id`, backfilled from
  `chats.last_model_config_id`. Queued inserts round-trip the effective
  model id at enqueue time.
- In `coderd/x/chatd`, direct sends update `chats.last_model_config_id`
  inside the same transaction that inserts the admitted user message.
  Manual promotion and auto-promotion use the queued row's stored
  `model_config_id`, with a fallback to `chats.last_model_config_id`
for legacy NULL rows during rollout.
`PromoteQueuedOptions.ModelConfigID`
  is now ignored.
- On the site, extract `mergeWatchedChatSummary` and
  `mergeWatchedChatIntoCaches` in `site/src/api/queries/chats.ts` so
  status-change watch events merge `last_model_config_id` into the
  root infinite chat list, the parent-embedded child entry, and the
  per-chat `chatKey(chatId)` cache. `updated_at` guards against stale
  watch payloads clobbering newer cached state, while diff status
  events still merge their PR metadata because they are timestamped
  outside the chat row. Watch timestamps are compared as instants so
  variable fractional precision does not make fresh events look stale.
- Queued promotion validates stored model config IDs before admission.
  Invalid legacy queued IDs fall back to the chat's current model config
  instead of dropping the queued message during auto-promotion.
- Backend and frontend regression coverage added for admission, queue
  promotion (including FIFO across mixed models, legacy NULL fallback,
  and invalid queued model IDs), and chat watch cache merging.

Michael Suchacz dbcc654d28 feat: snapshot explore subagent tool entitlements (#24638)
Explore sub-agents previously could not use `web_search` or external MCP
tools. `runChat` hard-skipped both for Explore. Lifting those guards
naively would over-grant tools, because a child chat could outlive the
spawning turn's plan-mode filter.

This change persists the spawning parent turn's filtered external MCP
server IDs onto the child Explore chat, and simplifies the Explore
provider-tool filter in `runChat`:

- New `resolveExploreToolSnapshot` helper: computes the child's
inherited external MCP subset by running the parent's configs through
`filterExternalMCPConfigsForTurn` (plan-mode policy) and, if the parent
is itself an Explore child, further narrowing to the parent's own
persisted `MCPServerIDs`. The result is written to the child's
`MCPServerIDs` column at spawn time.
- The existing `mcp_server_ids` column is the sole durable snapshot. No
new chat column is added.
- `runChat` for Explore children: loads MCP tools from the persisted
snapshot, and keeps only `web_search` from provider-native tools (to
block computer-use and other write-style tools, since Explore is
read-only). Whether `web_search` is actually available is a per-model
decision, determined by the current model config, just like a main chat.
- Built-in Explore allowlist is unchanged. Workspace-local MCP remains
excluded for Explore.

Verification: `go build ./...`, `go test ./coderd/x/chatd/... -count=1`,
`make gen` (clean tree), `make lint/emdash`, `go vet`. Deep-review ran
12 reviewers on the feature and 5 on the clarity refactor; CAR reviewed
and approved; a subsequent scope reduction dropped a temporary
`allow_web_search` column in favor of per-model handling.

Mathias Fredriksson f8fe5d680b fix(coderd): reject API operations on archived chats (#24633)
Archived chats accept mutations (messages, edits, queued-message
promotions, tool-result submissions) via the API, causing them to
re-enter the processing pipeline. This violates the hard-stop
design intent from PR #23758.

Add archived checks at three layers:

- HTTP handlers (postChatMessages, patchChatMessage,
  promoteChatQueuedMessage, postChatToolResults): return 400
  after auth so callers get a clear error.
- Daemon functions (SendMessage, EditMessage, PromoteQueued,
  SubmitToolResults): return ErrChatArchived after row lock,
  guarding against future callers that bypass the handler.
- AcquireChats SQL: filter out archived chats so they are never
  acquired for processing.

Michael Suchacz f073323c89 refactor: unify subagent spawn behind spawn_subagent (#24535)
Unify the three subagent spawn tools (`spawn_agent`,
`spawn_explore_agent`, `spawn_computer_use_agent`) behind a single
`spawn_subagent` tool keyed by a `subagent_type` discriminant
(`general`, `explore`, `computer_use`). Mirrors the single-entry-point
pattern already used by `task` in mux while keeping `wait_agent`,
`message_agent`, and `close_agent` as separate lifecycle tools.

A new backend subagent definition catalog
(`coderd/x/chatd/subagent_catalog.go`) is the source of truth for tool
description, prompt guidance, availability rules (plan mode,
desktop/Anthropic gating), and child-chat option building.
`spawn_subagent` advertises only the types available in the current
context and validates `subagent_type` server-side; context inheritance
still flows through the existing `createChildSubagentChatWithOptions`
path. `wait_agent`, `message_agent`, and `close_agent` responses now
include a server-derived `subagent_type` so the UI stops inferring
lifecycle state from tool names.

The frontend gets a shared normalization helper
(`site/src/pages/AgentsPage/components/ChatElements/tools/subagentDescriptor.ts`)
that maps either legacy tool names or new `spawn_subagent` args into a
common descriptor (action, variant, icon, fallback copy). Legacy
transcripts still render identically; `Tool.tsx`, `SubagentTool.tsx`,
`ToolLabel.tsx`, `ToolIcon.tsx`, and `messageParsing.ts` now key off the
descriptor instead of hard-coded names. Existing UI copy is preserved
(`Spawning Explore agent...`, `Using the computer...`, computer-use
monitor icon and Open Desktop affordance).

Michael Suchacz 9d0469fc4c feat: allow approved external MCP tools in root plan mode (#24509)
## Summary

Allow root plan-mode chats to use MCP tools from external servers that
an admin has explicitly approved for plan mode. Workspace MCP and
plan-mode subagents remain blocked.

## Problem

`chatd.go` excluded every MCP tool when `isPlanModeTurn` was true, so
planning had no access to tools like docs search, ticketing, etc.
Lifting that guard wholesale was unsafe: `mcp_server_configs` already
has centralized admin governance, but workspace-local MCP (discovered
from agent `.mcp.json`) does not, and subagents use a narrower trust
boundary.

## Fix

Add an admin-controlled per-server `allow_in_plan_mode` flag (default
`false`) and gate plan-mode MCP access on it.

### Backend / schema
- New migration `000472_mcp_server_allow_in_plan_mode.{up,down}.sql` and
matching fixture update.
- `mcpserverconfigs.sql` + generated code: persist and read the new
column.
- `codersdk/mcp.go`: thread the field through `MCPServerConfig`,
`Create*`, and `Update*` request types.
- `coderd/mcp.go`: validate, persist, and return the flag in
get/list/create/update handlers.

### chatd
- `coderd/x/chatd/chatd.go`: pre-filter selected external MCP configs by
`AllowInPlanMode` before calling `mcpclient.ConnectAll` on plan-mode
root turns. Workspace MCP discovery is skipped entirely on plan-mode
turns.
- Single helper decides whether a tool is available in plan mode, used
both at construction and for active-tool filtering (defense in depth).
Plan-mode subagents, dynamic tools, provider-native tools, computer-use,
and workspace MCP stay unchanged.
- `coderd/x/chatd/prompt.go`: update the root plan-mode overlay text to
match the new boundary.

### UI
- `MCPServerAdminPanel.tsx`: add an explicit toggle ("Allow all tools
from this MCP server in root plan mode") next to the existing governance
controls.
- Regenerated `site/src/api/typesGenerated.ts`.

### Docs
- `docs/ai-coder/agents/architecture.md`: replace the blanket "MCP is
unavailable in plan mode" note with the new root-only, external-only,
admin-approved policy. Explicitly call out that workspace MCP and

## Policy precedence

`allow_in_plan_mode` is an **additional** requirement on top of existing
`enabled`, availability, chat-selected / forced server IDs, and tool
allow/deny lists. It approves **all tools on that server** for root plan
mode; a per-tool plan allowlist is deliberately deferred.

## Follow-ups (explicitly out of scope)

- Whether plan-mode subagents should inherit approved external MCP
tools.
- Workspace-local MCP safety model (agent-side `.mcp.json` schema vs. a
coderd-managed workspace MCP config).

Mathias Fredriksson fc2493780f fix: exclude subagent chats from sidebar pagination (#24404)
GetChats now returns only root chats (parent_chat_id IS NULL).
A new GetChildChatsByParentIDs query fetches children for visible
roots and embeds them in each parent's Children field. The
singular getChat endpoint does the same.

Archive invariant is one-way: parent archived implies child
archived. Parent archive/unarchive cascades via root_chat_id.
Individual child archive is permitted; child unarchive while the
parent is archived is rejected atomically (row lock on child,
re-read parent inside the transaction). Embedded children are
filtered by the caller's archive state so individually-archived
children stay hidden from active-parent views.

Gitsync MarkStale uses GetChatsByWorkspaceIDs directly;
MarkStaleParams.OwnerID removed (dead after the switch).

Frontend: buildChatTree reads from the embedded children field,
WebSocket handlers route child events into the parent's children
array, and archiving a child strips it from the parent cache.

Dean Sheather 3452ab3166 chore: add client_type field to chats and telemetry (#24342)
Add a `chat_client_type` enum (`ui` | `api`) and `client_type` column to
the `chats` table. The column defaults to `api` for new rows so API
callers don't need to set it explicitly. Existing rows are backfilled to
`ui`.

The field flows through `CreateChatRequest`, `chatd.CreateOptions`,

a unique plan path per chat from the workspace home directory and chat

Adds client-executed dynamic tools to the chat API. Dynamic tools are
declared by the client at chat creation time, presented to the LLM
alongside built-in tools, but executed by the client rather than chatd.
This enables external systems (Slack bots, IDE extensions, Discord bots,
CI/CD integrations) to plug custom tools into the LLM chat loop without
modifying chatd's built-in tool set.

Modeled after OpenAI's Assistants API: the chat pauses with
`requires_action` status when the LLM calls a dynamic tool, the client
POSTs results back via `POST /chats/{id}/tool-results`, and the chat
resumes.

Kyle Carberry 919dc299fc feat: agent reads context files and discovers skills locally (#23935)
Piggybacks on #23878. Moves instruction file reading and skill discovery
from `chatd` (server-side, via multiple `LS`/`ReadFile` round-trips
through the agent connection) to the agent itself (local filesystem
access).

This intentionally drops backward compatibility with older agents that
don't support the context-config endpoint. Agents and server are
deployed together; there is no rolling-update contract to maintain here.

## What changed

The agent's `GET /api/v0/context-config` response now returns
`[]ChatMessagePart` directly — the same types chatd persists. This
eliminates intermediate type conversions and makes the protocol
extensible.

Ethan 7757cd8e08 refactor(coderd/x/chatd): insert chats directly as pending on creation (#23888)
Previously, `CreateChat` inserted the `chats` row with the DB default
status (`waiting`), then updated it to `pending` in the same transaction
via `setChatPendingWithStore`. This wasted two extra queries per chat
creation (`GetChatByID` + `UpdateChatStatus`) and rewrote the same row
immediately after inserting it.

Now `CreateChat` passes the status directly to `InsertChat`, so the row
is written once in its final create-time state. The
`setChatPendingWithStore` helper is removed entirely. `InsertChat` now
requires an explicit `status` parameter at all callsites instead of
relying on a DB column default.

## Motivation

On an experimental branch we're trialing firing all chatd notifications
from plpgsql triggers. The old two-step insert made that awkward: in an
`AFTER INSERT` trigger, `NEW` only contained the insert-time row
(`waiting`), not the final committed state (`pending`). To emit the
correct event payload the trigger had to be deferred and re-read the row
from `chats` at commit time.

With this change, `NEW` already contains the correct row to publish — no
deferred trigger, no extra `SELECT`, simpler and cheaper trigger logic.

That said, this seems like a worthwhile change regardless of the trigger
experiment: writing the final row state once removes unnecessary DB work
on every chat creation and makes the create path easier to reason about.

Ethan bbf3fbc830 fix(coderd/x/chatd): archive chat hard-interrupts active stream (#23758)
Archiving a chat now transitions pending or running chats to waiting
before setting the archived flag. This publishes a status notification
on `ChatStreamNotifyChannel` so `subscribeChatControl` cancels the
active `processChat` context via `ErrInterrupted` — the same codepath
used by the stop button.

The `processChat` cleanup also skips queued-message auto-promotion when
the chat is archived, so archiving behaves like a hard stop rather than
interrupt-and-continue.

Kyle Carberry b3d5b8d13c fix: stabilize flaky chatd subscribe/promote queued tests (#23816)
## Summary

Fixes three flaky chatd tests that intermittently fail due to timing
races with the background run loop.

Closes coder/internal#1428

## Root Cause

`CreateChat` and `PromoteQueued` call `signalWake()` which writes to
`wakeCh`, triggering `processOnce` immediately. Even though
`newTestServer` sets `PendingChatAcquireInterval: testutil.WaitLong` to
prevent ticker-based polling, the wake channel bypasses this. This
causes `processOnce` to acquire and process the chat concurrently with
the test's manual DB updates and assertions.

`sync.WaitGroup` `Add/Wait` race: `AcquireChats` updates the DB status
to `running` **before** `processOnce` calls `inflight.Add(1)`. Checking
only `status != pending` could return while `Add(1)` hasn't happened
yet, causing `Wait()` to return prematurely.

- **`TestSendMessageInterruptBehaviorQueuesAndInterruptsWhenBusy`**:
Call `waitForChatProcessed` after `CreateChat` before manually setting
running status

Kyle Carberry 386b449273 perf(coderd): reduce chat streaming latency with event-driven acquisition (#23745)
Previously, when a user sent a message, there was a 0–1000ms (avg
~500ms) polling delay before processing began.
`SendMessage`/`CreateChat`/`EditMessage` set `status='pending'` in the
DB and returned, but nothing woke the processing loop — it was a blind
1-second ticker.

## Changes

**Event-driven acquisition (main change):** Adds a `wakeCh` channel to
the chatd `Server`. `CreateChat`, `SendMessage`, `EditMessage`, and
`PromoteQueued` call `signalWake()` after committing their transactions,
which wakes the run loop to call `processOnce` immediately. The 1-second
ticker remains as a fallback safety net for edge cases (stale recovery,
missed signals).

**Buffer WebSocket write channel:** Changes the
`OneWayWebSocketEventSender` event channel from unbuffered to buffered
(64), decoupling the event producer from WebSocket write speed. The
existing 10s write timeout guards against stuck connections.

## Summary

Adds read/unread tracking for chats so users can see which agent
conversations have new assistant messages they haven't viewed.

## Backend Changes

- Adds `last_read_message_id` column to the `chats` table (migration
000439).
- Computes `has_unread` as a virtual column in `GetChatsByOwnerID` using
an `EXISTS` subquery checking for assistant messages beyond the read
cursor.
- Exposes `has_unread` on the `codersdk.Chat` struct and auto-generated
TypeScript types.
- Updates `last_read_message_id` on stream connect/disconnect in
`streamChat`, avoiding per-message API calls during active streaming.
- Uses `context.WithoutCancel` for the deferred disconnect write so the
DB update succeeds even after the client disconnects.

Kyle Carberry 50c0c89503 fix(coderd): refresh expired MCP OAuth2 tokens everywhere (#23713)
Fixes expired MCP OAuth2 tokens causing 401 errors and stale
`auth_connected` status in the UI.

When users authenticate MCP servers (e.g. GitHub) via OAuth2, the access
token and refresh token are stored in the database. However, when the
access token expired, nothing refreshed it anywhere:

- **chatd**: sent the expired token as-is, getting a 401 and skipping
the MCP server
- **list/get endpoints**: reported `auth_connected: true` just because a
token record existed, regardless of expiry

## Changes

### Shared utility: `mcpclient.RefreshOAuth2Token`

Pure function that uses `golang.org/x/oauth2` `TokenSource` to check if
a token is expired (or within 10s of expiry) and refresh it. No DB
dependency — callers handle persistence.

### chatd (`coderd/x/chatd/chatd.go`)

Before calling `mcpclient.ConnectAll`, refreshes expired tokens.
Persists new credentials to the database. Falls back to the old token if
refresh fails.

### List/get MCP server endpoints (`coderd/mcp.go`)

Both `listMCPServerConfigs` and `getMCPServerConfig` now attempt refresh
when checking `auth_connected`. If the token is expired:
- **Has refresh token**: attempt refresh, persist result, report
`auth_connected` based on success
- **No refresh token**: report `auth_connected: false` if expired

This means the UI accurately reflects whether the user's token is
actually usable, rather than just whether a record exists.

Ethan c4ef94aacf fix(coderd/x/chatd): prevent chat hang when workspace agent is unavailable (#23707)
## Problem

Chats with a persisted `agent_id` binding hang indefinitely when the
workspace is stopped. The stale agent row still exists in the DB, so
`ensureWorkspaceAgent` succeeds, but the dial blocks forever in
`AwaitReachable`. The MCP discovery goroutine used an unbounded context,
so `g2.Wait()` never returned and the LLM never started.

## Fix

Three targeted changes restore the pre-binding behavior where stopped
workspaces degrade gracefully instead of blocking:

1. **`dialWithLazyValidation`**: "no agents in latest build" is now a
terminal fast-fail — the hanging dial is canceled and
`errChatHasNoWorkspaceAgent` returned immediately, instead of falling
through to `waitForOriginalDial`.

2. **Pre-LLM workspace setup**: MCP discovery and instruction
persistence gate on `workspaceAgentIDForConn` before attempting any
dial. MCP discovery is bounded by a 5s timeout and checks the in-memory
tool cache first (using the cheap cached agent from
`ensureWorkspaceAgent`), so the common subsequent-turn path has zero DB
queries.

3. **`persistInstructionFiles`**: tracks whether the workspace
connection succeeded and skips sentinel persistence on failure, so the
next turn retries if the workspace is restarted.

## Scenarios

**Running workspace, subsequent turn (hot path):** MCP cache hit via
in-memory cached agent. Zero DB queries, zero dials. Unchanged from
#23274.

**Stopped workspace, persisted binding (the bug):** MCP cache hit (stale
descriptors, fine — they fail at invocation). Pre-LLM setup completes
instantly. Tool invocation enters `dialWithLazyValidation`, dial fails
or hangs, validation discovers no agents, returns
`errChatHasNoWorkspaceAgent`. Model sees the error and can call
`start_workspace`.

**New chat, running workspace:** `ensureWorkspaceAgent` resolves via
latest-build, persists binding. MCP discovery dials and caches tools.

**New chat, stopped workspace:** `ensureWorkspaceAgent` finds no agents,
returns `errChatHasNoWorkspaceAgent`. Pre-LLM setup skips. LLM starts
with built-in tools only.

**Rebuilt workspace (agent switched):** MCP cache hit with stale agent
(harmless for one turn). Tool invocation dials stale agent, fails fast,
`dialWithLazyValidation` switches to new agent, persists updated
binding.

**Workspace restarted after stop:** No sentinel was persisted during the
stopped turn, so instruction persistence retries. Agent binding switches
to the new agent via `workspaceAgentIDForConn`.

**Transient DB error during validation:** Not
`errChatHasNoWorkspaceAgent`, so `dialWithLazyValidation` falls through
to `waitForOriginalDial` (cannot prove stale). No false positive.

**Tool invocation on stopped workspace:** `getWorkspaceConn` calls
`ensureWorkspaceAgent` (returns stale row), then
`dialWithLazyValidation` validation discovers no agents, returns
`errChatHasNoWorkspaceAgent`, cached state cleared, error returned to
model.

Kyle Carberry 0f86c4237e feat: add workspace MCP tool discovery and proxying for chat (#23680)
Coder's chat (chatd) can now discover and use MCP servers configured in
a workspace's `.mcp.json` file. This brings project-specific tooling
(GitHub, databases, docs servers, etc.) into the chat without any manual
configuration.

## How it works

The workspace agent reads `.mcp.json` from the workspace directory (same
format Claude Code uses), connects to the declared MCP servers —
spawning child processes for stdio servers and connecting over the
network for HTTP/SSE — and caches their tool lists. Two new agent HTTP
endpoints expose this:

- `GET /api/v0/mcp/tools` returns the cached tool list (supports
`?refresh=true`)
- `POST /api/v0/mcp/call-tool` proxies calls to the correct server

On each chat turn, chatd calls `ListMCPTools` through the existing
`AgentConn` tailnet connection, wraps each tool as a
`fantasy.AgentTool`, and adds them to the LLM's tool set alongside
built-in and admin-configured MCP tools. Tool names are prefixed with
the server name (`github__create_issue`) to avoid collisions.

Failed server connections are logged and skipped — they never block the
agent or break the chat. Child stdio processes are terminated on agent
shutdown.

Ethan 61e31ec5cc perf(coderd/x/chatd): persist workspace agent binding across chat turns (#23274)
## Summary

This change removes the steady-state "resolve the latest workspace
agent" query from chat execution.

Instead of asking the database for the latest build's agent on every
turn, a chat now persists the workspace/build/agent binding it actually
uses and reuses that binding across subsequent turns. The common path
becomes "load the bound agent by ID and dial it", with fallback paths to
repair the binding when it is missing, stale, or intentionally changed.

## What changes

- add `workspace_id`, `build_id`, and `agent_id` binding fields to
`chats`
- expose those fields through the chat API / SDK so the execution
context is explicit
- load the persisted binding first in chatd, instead of always resolving
the latest build's agent
- persist a refreshed binding when chatd has to re-resolve the workspace
agent
- keep child / subagent chats on the same bound workspace context by
inheriting the parent binding
- leave `build_id` / `agent_id` unset for flows like `create_workspace`,
then bind them lazily on the next agent-backed turn

## Runtime behavior

The binding is treated as an optimistic cache of the agent a chat should
use:

- if the bound agent still exists and dials successfully, we use it
without a latest-build lookup
- if the bound agent is missing or no longer reachable, chatd
re-resolves against the latest build and persists the new binding
- if a workspace mutation changes the chat's target workspace, the
binding is updated as part of that mutation

To avoid reintroducing a hot-path query, dialing uses lazy validation:

- start dialing the cached agent immediately
- only validate against the latest build if the dial is still pending
after a short delay
- if validation finds a different agent, cancel the stale dial, switch
to the current agent, and persist the repaired binding

## Result

The hot path stops issuing
`GetWorkspaceAgentsInLatestBuildByWorkspaceID` for every user message,
which is the source of the DB pressure this PR is addressing. At the
same time, chats still converge to the correct workspace agent when the
binding becomes stale due to rebuilds or explicit workspace changes.

Michael Suchacz 19e86628da feat: add propose_plan tool for markdown plan proposals (#23452)
Adds a `propose_plan` tool that presents a workspace markdown file as a
dedicated plan card in the agent UI.

The workflow is: the agent uses `write_file`/`edit_files` to build a
plan file (e.g. `/home/coder/PLAN.md`), then calls `propose_plan(path)`
to present it. The backend reads the file via `ReadFile` and the
frontend renders it as an expanded markdown preview card.

**Backend** (`coderd/x/chatd/chattool/proposeplan.go`): new tool
registered as root-chat-only. Validates `.md` suffix, requires an
absolute path, reads raw file content from the workspace agent. Includes
1 MiB size cap.

**Frontend** (`site/src/components/ai-elements/tool/`): dedicated
`ProposePlanTool` component with `ToolCollapsible` + `ScrollArea` +
`Response` markdown renderer, expanded by default. Custom icon
(`ClipboardListIcon`) and filename-based label.

**System prompt** (`coderd/x/chatd/prompt.go`): added `<planning>`
section guiding the agent to research → write plan file → iterate → call
`propose_plan`.

Michael Suchacz c389c2bc5c fix(coderd/x/chatd): stabilize auto-promotion flake (#23448)
TestInterruptAutoPromotionIgnoresLaterUsageLimitIncrease still relied on
wall-clock polling after the acquire loop moved to a mock clock, so it
could assert before chatd finished its asynchronous cleanup and
auto-promotion work.

Wait on explicit request-start signals and on the server's in-flight
chat work before asserting the intermediate and final database state.
This keeps the test synchronized with the actual processor lifecycle
instead of scheduler timing.
