This makes the per-template `agents_allowed` field authoritative in the API and chatd. It adds optional create and metadata update fields with the intended default and omission semantics, supports `agents-allowed:` template search, includes the value in telemetry, and makes `list_templates`, `read_template`, and `create_workspace` read the template row directly. Existing-workspace retries remain idempotent, and blocked same-organisation templates return an actionable message.
The experimental `/template-allowlist` routes remain temporarily because the shipped AI Settings page still calls them, but they no longer control chatd enforcement. #27514 moves that page to per-template metadata, #27515 removes the legacy storage, routes, SDK types, and utility, #27517 adds the CLI flags, and #27518 updates the platform controls documentation for the per-template model, directly addressing CRF-5 and CRF-6. The stack is intended to merge as a unit.

## Summary
Removes native per-message price calculation, model pricing fields, cost
persistence, aggregate cost queries, and admin cost API types. It also
deletes the Analytics and Spend pages plus their legacy redirects. The
AI Gateway-backed per-chat cost row and compact budget indicators
remain.
The spend documentation is renamed to `spend-management.md` and updated
for the remaining surfaces, group budget APIs, CSV export, upgrade
handling for native pricing and cost history, and the absence of a
deployment-wide spend dashboard. The per-chat cost API documents that
data follows AI Gateway retention and reports zero after all matching
requests are purged.
No schema is dropped in this release. `chat_messages.total_cost_micros`
remains nullable and unwritten so replicas from the previous release can
continue inserting messages during rolling upgrades. #27600 tracks
removal after the compatibility window.

workspaces without deleting it, and re-enable it later. Disabled secrets
stay visible and editable everywhere they already appear.
An enabled secret must have at least one injection target; a secret with
no target can be stored only while disabled. Existing target-less secrets
are migrated to disabled to preserve current behavior.

This adds the Coder Agents experiments (virtual desktop with computer
use, and the advisor) to telemetry, so they finally show up in each
deployment snapshot. Everything stays inside `coderd/telemetry/`.
## Shape received by the telemetry server
The experiments are reported as a single `agents_experiments` field on
the deployment record, alongside the other config-derived deployment
fields. Its value is one JSON blob with one top-level key per
experiment:

- `virtual_desktop.enabled` and `advisor.enabled` track the
`chat-virtual-desktop` and `chat-advisor` deployment experiments, not
the stored config. We ignore the stored advisor `enabled` flag on
purpose: since #26809 the runtime gates on the experiment, and the
stored flag ends up permanently true for any deployment that ever opened
the settings form.
- Computer use sits under `virtual_desktop` rather than as its own
top-level key because it isn't a separate experiment; the same
`chat-virtual-desktop` flag gates both the desktop and the computer-use
provider. `provider_source` says whether an admin picked the provider
(`configured`) or we fell back to the default (`default`).
- `advisor.provider` is the `ai_providers` type (e.g. `openai`,
`anthropic`, `azure`) and `advisor.model` is the configured model
string. Two sentinels stand in when there's no concrete value:
`advisor_reuse_chat_model` when the advisor has no active override and
falls back to the chat model (matching the runtime), and `unknown` when
we genuinely couldn't tell, e.g. a query failed or the stored config
wouldn't parse.
- `advisor.max_uses_per_run` and `advisor.max_output_tokens` are clamped
to 0 before reporting, matching how the API normalizes these values on
read.
## Why this shape
Putting the data on the deployment record keeps it next to the other
config-derived fields, and leaves `telemetry_items` as a faithful mirror
of the `telemetry_items` table rather than a place we inject synthetic
rows. Adding or removing an experiment is a one-line edit to the
`agentsExperiments` registry. The `agents_experiments` field itself
never changes; only the JSON inside it does. The field is `omitempty`,
so older Coder versions that don't emit it are distinguishable from a
real absence, and when an experiment isn't reported in a snapshot its
JSON path is simply missing, so queries can tell "not reported" apart
from a real `false`.
One key holding one JSON blob is also easier to query than many separate
fields. Because everything lives in one blob, a question like "of the
deployments running the desktop, how many changed the computer-use
provider?" is one query with no join:

The chatd state machine only recognizes `waiting`, `running`, `error`,
`requires_action`, and `interrupting`. Remove the unused `pending`,
`paused`, and `completed` values from the database enum, backend, SDK,
frontend, generated queries, and API docs.
Migration `000543_chat_status_remove_unused` remaps existing `pending`
rows to `running`, remaps `paused` and `completed` rows to `waiting`,
drops the obsolete `idx_chats_pending` index, and recreates
`chats_expanded` around the enum swap. It also removes the dead
`AcquireChats` query and all remaining query literals for the deleted
statuses.
**NOTE**: The enum swap can break chat queries from older replicas
during a mixed-version rollout because they still reference
`'pending'::chat_status`. Chats are experimental, so this PR accepts
that limited rollout window instead of adding a two-release expand and
contract sequence.

The provider type already lives authoritatively in ai_providers.type,
reachable on every active row through ai_provider_id, which the
chat_model_configs_ai_provider_required_when_active CHECK makes
mandatory. The stored provider string was a denormalized copy the system
kept in sync with a startup backfill and no longer needs.
Every surface now derives provider type from the linked ai_providers
row. Telemetry is the one exception: it keeps emitting provider, now
sourced from ai_providers.type via a JOIN, so the BigQuery column and the
Nexus dashboards that read it are unaffected. The experimental HTTP/SDK
response drops provider and makes ai_provider_id required, since those
endpoints return only active configs; consumers resolve provider type
from ai_provider_id and the AI providers listing.
This ships in a single release with no compatibility window: production
reads the table via SELECT *, so a pre-drop binary fails config reads the
moment the column is gone. Operators must scale to zero before upgrading,
and there is no rollback.

Two new columns added to aibridge_token_usages:
- cache_read_input_tokens (BIGINT, default 0)
- cache_write_input_tokens (BIGINT, default 0)
Migration backfills existing rows by extracting values from the metadata
JSONB column (cache_read_input, input_cached, prompt_cached for reads
(max value selected since only 1 should be set), cache_creation_input
for writes).
All references to data from metadata were updated to reference new
columns. No other changes then changing where data is extracted from.

Adds new database queries and telemetry collection functions to gather
task lifecycle events (pause/resume cycles, idle time) for analytics.
Task events track pause/resume activity, idle duration before pausing,
paused duration, and time from resume to first app status, filtered to
recent activity based on the telemetry snapshot interval.

Previously, UpsertBoundaryUsageStats (INSERT...ON CONFLICT DO UPDATE) and
GetAndResetBoundaryUsageSummary (DELETE...RETURNING) could race during
telemetry period cutover. Without serialization, an upsert concurrent with the
delete could lose data (deleted right after being written) or commit after the
delete (miscounted in the next period). Both operations now acquire
LockIDBoundaryUsageStats within a transaction to ensure a clean cutover.
Add PeriodStart and PeriodDurationMilliseconds fields to BoundaryUsageSummary
so consumers of telemetry data can understand usage within a particular time window.
Implements telemetry for boundary usage tracking across all Coder
replicas and reports them via telemetry.
Changes:
- Implement Tracker with Track(), FlushToDB(), and StartFlushLoop() methods
- Add telemetry integration via collectBoundaryUsageSummary()
- Use telemetry lock to ensure only one replica collects per period
The tracker accumulates unique workspaces, unique users, and request
counts (allowed/denied) in memory, then flushes to the database
periodically. During telemetry collection, stats are aggregated across
all replicas and reset for the next period.

Upgrades to slog v3 which includes a small, but backward incompatible API change to the acceptible call arguments when logging. This change allows us to verify via compile time type checking that arguments are correct and won't cause a panic, as was possible in slog v1, which this replaces (v2 was tagged but never used in coder/coder).
It also updates dependencies that also use slog and were updated.
I've left the `aibridge` dependency as a commit SHA, under the assumption that the team there (cc @pawbana @dannykopping ) will tag and update the dependency soon and on their own schedule.

Modifies the `workspaces_expanded` view to fetch the required data; this way it's made available to all code paths that make use of it.

This PR makes the initial steps at removing usage of the global Go HTTP
client, which was seen to have impacts on test flakiness in
https://github.com/coder/internal/issues/1020. The first commit removes
uses from tests, with the exception of one test that is tightly coupled
to the default client. The second commit makes easy/low-risk removals
from application code. This should have some impact to reduce test flakiness.

We're adding this as a `go run` in `lint/go` for now, since adding it to
golangci-lint ourselves involves recompiling golangci-lint and then
running that new binary. I'll look into proposing it being added to the
public golangci-lint linters.
Doesn't appear to cause the lint ci job to take any longer, which is
nice.
Adds telemetry for a _global_ account of prebuilt workspaces created,
failed to build, and claimed.
Partitioning this data by template/preset tuple is not currently in

This PR ensures that waits on channels will time out according to the
test context, rather than waiting indefinitely. This should alleviate
the panic seen in https://github.com/coder/internal/issues/645 and, if
the deadlock recurs, allow the test to be retried automatically in CI.

This PR introduces a new concept of a "system" user.
Our data model requires that all workspaces have an owner (a `users`
relation), and prebuilds is a feature that will spin up workspaces to be
claimed later by actual users - and thus needs to own the workspaces in
the interim.
Naturally, introducing a change like this touches a few aspects around
the codebase and we've taken the approach _default hidden_ here; in
other words, queries for users will by default _exclude_ all system
users, but there is a flag to ensure they can be displayed. This keeps
the changeset relatively small.
This user has minimal permissions (it's equivalent to a `member` since
it has no roles). It will be associated with the default org in the
initial migration, and thereafter we'll need to somehow ensure its
membership aligns with templates (which are org-scoped) for which it'll
need to provision prebuilds; that's a solution we'll have in a
subsequent PR.
