fix: use NoLock dbmem subqueries for GetWorkspaceAgentScriptTimingsByBuildID (#15405)

Closes https://github.com/coder/internal/issues/202.

Addresses the problem mentioned in the issue, and also makes sure
subtests don't reuse `testing.T` from the main test.
