fix(enterprise/cli): add CODER_PROVISIONER_DAEMON_LOG_* options (#11279)

- Extracts cli.BuildLogger to clilog package
- Updates existing usage of cli.BuildLogger and removes it
- Use clilog to initialize provisionerd logger
