fix(coderd): mark provisioner daemon psk as secret (#12322)

* fix(coderd): mark provisioner daemon psk as secret

Marks provisioner daemon PSK with the secret annotation.
This ensures it will be scrubbed from API requests to
/api/v2/deployment/config.

* make gen
