fix: revert update on chat messages table (#28552)

Reverts commit a2459f8dda from #28319
("fix(coderd/database): stamp existing vectors simple and match config
explicitly").

Note: #28319 was squash-merged, so this reverts only that commit's diff,
not the entire PR.

This directly edits a migration on main due to issues with the
previously merged migration taking too long on large tables.
