Subject: [PATCH] fix: remove `(http.Server).ReadHeaderTimeout` (#3730)

* fix: remove `(http.Server).ReadHeaderTimeout`

Fixes https://github.com/coder/coder/issues/3710. It caused some race
condition for websockets where the server sent the first message.
