ningyu ff01085fde refactor: 修正RP提出的问题 
- 创建报警规则时使用--xxx的方式，避免位置参数过多导致传递时记不住顺序
- 将nodealert-change-status拆分成2个命令：nodealert-enable, nodealert-disable
- 使用options.ListStructToParams和options.StructToParams方法来精减参数对象的构建
- 其它小问题，如：统一变量命名、纠正注释等
