默认关闭（off），支持v1, v2, v2-ssl, v2-ssl-cn

可分别在listener, backend上控制

 - 若listener.send_proxy不为off，以listener.backend_proxy为准
 - 若listener.send_proxy为off，以backend.send_proxy为准
