fix(region): inspect invalid guest template

The glance service hangs and other external reasons may cause the guest template to be judged as invalid.
Therefore, health inspection should be performed on time for invalid guest templates.

fix(region): sort excludedNets correctly

之前，excludedNets 内部表示起始 IP 的字段是 string 类型，直接使用 <
比较是错误的。
现在，把 excludedNets 表示起始 IP 的字段改为了
netutils.IPV4Addr，这样就可以正确地进行比较排序了。
