* ci(desktop): publish Linux arm64 deb and rpm packages

Turn the build-linux job into an x64/arm64 matrix. The arm64 leg runs
natively on ubuntu-22.04-arm so the sidecar smoke test exercises the real
binary; the collect step names packages per arch (amd64/arm64 deb,
x86_64/aarch64 rpm), which generate-update-manifest.ts already maps to the
linux-aarch64-deb and linux-aarch64-rpm updater keys.
