* ci: require PublishNPM approval for every npm publish and drop CLI/SDK nightly crons

CLI, SDK, and @cline/ui publish jobs now run in the PublishNPM GitHub
environment, so nothing reaches npm until a reviewer approves the run.
The CLI nightly job and both nightly crons are removed: an unattended
scheduled run would sit waiting for approval every day.

* ci: keep the CLI nightly as a manual, PublishNPM-gated publish
