Valerii Iatsko 658cb0786a CI: whitelist bot-blocked hosts in link check 
vscodethemes.com, twitter.com/x.com, npmjs.com, citylights.xyz return
403/503 to the link-checker bot but are valid for users. Drop the stale
tslint whitelist entry.

Valerii Iatsko 871206059c Fix dead badges and migrate link-check from Travis to GitHub Actions 
- RawGit (awesome badge CDN) shut down in 2019; use awesome.re badge
- travis-ci.org retired; replace build badge with GitHub Actions status
- Port awesome_bot README link check to .github/workflows/links.yml
- Remove dead .travis.yml
