wizardchen 2203c4bb14 feat(im): include per-service MCP OAuth URLs in IM auth notices ...

IM channels cannot complete in-conversation OAuth prompts, so when an
MCP service needs authorization the reply now includes clickable
authorization URLs (when APP_EXTERNAL_URL and OAuth manager are
available) instead of only directing users to the admin console.
