serply e80f5dfbc7 feat(web-search): add Serply provider
Serply returns Google results through a keyed JSON API, which fills the
gap between Google Custom Search (needs an engine ID and a restricted
scope) and the scrapers. The adapter follows brave.go: hardcoded
endpoint, redirects refused so the key never leaves the official host,
4MB response cap, and per-call country and freshness filters. country
maps to Google's gl parameter and pd/pw/pm/py map to tbs qdr:d/w/m/y.
Serply has no date-range filter, so that form returns an error instead
of being silently dropped. num is clamped to 10 because the API serves
one results page per call.

Wiring matches the Bocha provider: type constant and metadata, registry
factory, service validation, frontend union, swagger enum entries (edited
by hand; a full swag regen drags in unrelated drift), and the web search
docs table.
