wizardchen e423d21f5a fix(plugin): remove a workspace's plugins when the workspace is deleted ...

Deleting a workspace left the plugins it registered installed: every
node kept loading them and health-checking their services, and their IDs
stayed taken. Its plugin switches, configuration, key-value data and
OAuth connections stayed too.

Tenant deletion now first uninstalls the workspace's own plugins and
removes its rows from plugin_tenant_settings, plugin_kv and
plugin_oauth_connections (install.Service.RemoveTenant, wired into the
tenant service by the container). A failure stops the deletion so it can
be retried.
