Reverts the eleven plugin system PRs merged on 2026-09-26 so they can be
reviewed before landing:

* c91a8d11f plugin system foundation (#3711)

The tree is back to 47773b5bd, migrations included: no environment ran
the plugin migrations (versioned 000115-000119, sqlite 000034-000038).
