Bvicii d075f6ce31 Add CI check for broken anchor links in documentation (#17757) ...

Prevent regressions of broken anchor links by running
`mkdocs build --strict` with anchor-only validation in CI.

- Create mkdocs-ci.yml that inherits from mkdocs.yml with strict mode
  and `anchors: warn` (other link types demoted to info)
- Add GitHub Actions workflow triggered on PRs touching docs
- Add `enabled: !ENV [ENABLE_GIT_PLUGINS, true]` to git-committers and
  git-revision-date-localized plugins so CI can skip them
- Add English translation of community_contribution.md with correct
  anchor links to code_and_doc.en.md
