fix(docs): correct broken anchor links across documentation ( #17749 )
...
mkdocs strips Chinese characters from heading anchor IDs, causing
links with Chinese text in anchors to fail. For example, heading
"## 2. 快速开始" generates anchor "#2 " not "#2-快速开始".
This fixes ~170 broken anchor links across 57 documentation files
including PaddleOCR-VL guides, deployment docs, pipeline usage docs,
and legacy v2.x docs.
