jinzhenjandClaude Code 619faa05fb feat(doclib): speed up parse-server probe on failure ...

Each consecutive failed local probe waits 5s more (5/10/15/20/25/30s),
capped at the normal interval, so a server that becomes ready during
startup is detected within seconds instead of up to 30s; any healthy
or unprobed cycle restores the normal cadence.
