原因：cap_drop: ["ALL"] 在部分 Docker 环境（AppArmor/SELinux）下
导致容器无法执行 /bin/sh，Semgrep 等工具直接失败。

修改：
- 默认改为丢弃特定危险能力而非全部，提高兼容性
- 新增 SANDBOX_CAP_DROP 环境变量，可自定义丢弃的能力列表
- 新增 SANDBOX_NO_NEW_PRIVILEGES 环境变量，可关闭 no-new-privileges
- 遇到问题时可设置 SANDBOX_CAP_DROP=NONE 完全关闭能力限制
