* feat(bmad): ship the bmod stamper and validator with the bmad skill and a GitHub Action Module repositories run the checks without a copy: the scripts move to skills/bmad/scripts/, default --project-root to the current directory, and a composite action.yml runs the validator on the caller's tree. Ports the CIS stamper's generic rules and its --check mode. * fix(bmad): validator refuses record versions the runtime cannot order
